With its professional support of the 2010 FIFA World Cup, Germany contributed to the stabilisation of the Republic of South Africa. Germany’s South Africa Policy, however, has focused on applying the German political and economic model to Post-Apartheid South Africa. Thus, the ruling ANC and its partners in that country were able to replace experienced civil servants, in many cases without regard to the candidates’ professional qualifications. This resulted in an appalling weakness of the state. The “strategic partnership” between Germany and South Africa should therefore focus on tangible measures which support the restabilisation of South Africa, as outlined in this paper.
